Pakistan overtakes India at the September 2026 ceremonies — and a reform Bill is moving
More than 5,600 people from over 138 countries became Irish citizens across six ceremonies at the Convention Centre Dublin. Pakistan was the largest nationality with 858, ahead of India on 716 and the Syrian Arab Republic on 425 — the first time in this dataset that India has not topped a ceremony. Ceremony composition shifts with whichever applications have been processed at that point, so one ceremony is not an annual pattern: India led the June 2026 Killarney ceremonies with 1,116. Around 236,000 people have now received Irish citizenship since 2011, across roughly 227 ceremonies.
Separately, the Government is progressing the Irish Nationality and Citizenship Amendment Bill 2026, which as proposed would:
raise the standard residence requirement from five years to eight years
introduce a language-proficiency requirement
add a citizenship or civic-knowledge test
add economic self-sufficiency conditions
⚠️ These are proposals, not current law. Everyone who received citizenship in September 2026 qualified under the existing rules. The Minister of State for Migration indicated the Government expected enactment towards the end of 2026, but legislation must complete its passage and the detail will depend on the final text and regulations. How the change would treat people already resident — including anyone close to five years of reckonable residence — depends on transitional provisions that are not yet settled. Do not assume either that the new rules apply to you or that you are automatically protected. Check current Department of Justice guidance before you plan.
